Kerala declared Man-animal conflict as State specific disaster:

First state to do that.
The onus to deal with the conflict will shift from forest department ( under Wildlife Protection Act,1986) to Disaster Management Authority under Disaster Management Act. Presently one Chief Wildlife warden can take a call on wild animal wreaking havoc in human settlement.
With the above changes – Chief Minister , ex-officio chairman , Disaster Management Authority can take quick decisions and actions overriding all norms. District Collectors can directly intervene as chairman of District Disaster Management authority.
According to Section 71, Disaster Management Act- No court (except SC/HC) shall have jurisdiction to entertain any suit in respect of anything done by relevant authorities in pursuance of powers conferred by the act.
According to Section 72, Disaster Management Act- provisions of this act will have overriding effect on any other law when disaster has been declared.
In 2020- Kerala also declared covid as state specific disaster.
